A survey conducted by the National Science Foundation determined that states in the US spend in excess of $1 billion on R & D activities. Of course, much more is spent within particular states via funding obtained from other sources.
Clearly public funds, even at the state level, find their way into R & D activities in a significant way. These funds are a tool to encourage economic development (jobs, investment) within each state.
For entrepreneurs seeking public funding for R & D, these funds are a tool that can be leveraged to grow an idea into a reality ... particularly if the entrepreneur understands the goals of the funding agencies involved.
